This method statement is helpful to understand how the new traffic light junction can be installed by a contractor. This procedure will define the method to be used to ensure that the traffic light system is installed correctly and acceptable and shall conform to the contract documents and project specifications.
Project Manager shall ensure overall works implementation in order to achieve best quality workmanship and completion of work inline with targets.
Site Engineer shall prepare the method statement and related submission, coordination and supervise the teams during installation at site.
Safety and Health Personnel shall control and ensure the Safety and Health is adhered at the project site during the works.
Site supervisor shall do the coordination and supervise all the site activities.

Preparatory Works
Obtain the approval to start the work from local authority and consultant, this is mandatory especially for the dismantling existing street lighting if applicable.
All materials and documentation relevant to this particular section of works shall be checked and verified ensuring that these are correct and of approved type.
Areas where permanent works are required shall be checked ensuring that they are ready for the subject installation i.e. road kerb.
Obtain existing services drawing and piloting record prior to start any excavation work.
Installation of Underground Ducting
After identifying cable route, mark all the road crossing and start cutting the premix using diamond cutter.
Excavate along the cable route the trenches to the required depth as per the drawings.
Fill the trench with sand to some level according to specifications and drawings details.
Lay the 150mm GI pipe class C in the trenches, fill in sand until it covers the pipe.
Lay multi stand rope and backfill with sand to some level as per specification and backfill the rest with crusher run and other material according to approved drawings and materials.
Excavate the soft ground area to the required depth for installation of junction box.
Connect the GI pipe crossing to the junction boxes as per the detailed drawings.
Installation of Precast Concrete Plinth and Laying the Cable
Deliver designated numbers of precast concrete plinth to the site according to drawings.
Identify and mark the locations at which pole to be planted.
To ensure the signal pole to have more than 1m behind the edge line, aspect house to be at least 300mm to 450mm from the kerb line.
Excavate to required depth as per approved drawing and specifications.
Lower the precast plinth into the holes using the backhoe.
Connect to adjacent junction box with a length of uPVC for cable duct to pull power supply/signal cable from junction box into the plinth’s elbow pipe an out top of the plinth.
Back fill and cover plinths leaving only the top of plinths visible.
Pull the signal/power cable and leave some lengths out on top of the plinth for future termination.
Installation of Straight Pole, Overhead Mast Arm and Signal Aspect Including Internal Wiring
Assemble poles and fittings on the ground.
Pull internal wiring cable from pole to the termination board inside the pole service door.
Erect the straight pole.
Wrap the overhead mast arm pole with the lifting belt and lift it with crane.
Insert the main supply/signal cables into the pole.
Care to be taken to cover the lifting points with rags or thick cardboard to protect pole’s paintwork (if applicable).
Insert bolts on a set of nuts onto the foundation bolts.
Place pole’s bottom pole flange base over the foundation bolts and sit on the pole flange the foundation bolt nuts.
Tighten screw on the locking nuts on to the foundation bolts at the top of the flange base.
Check and adjust the verticality of the pole with liquid level gauge before putting the nuts in place.
Attach remaining pole fittings if any.
Check the underground loop in and out cable’s insulation by doing earth insulation test before terminating the cables into the signal aspect termination block.
Also check the insulation and earth continuity of the pole lighting cable with earth insulation tester and multi-meter respectively before the cable is terminated at the pole terminal block.
Carry out the adjustment to the aiming of the light fitting according to approved calculations and drawing and lock fitting into placed by tightening all the adjustment bolts/screws.
Installation of Traffic Signal Controller
Identify and mark the locations at which traffic signal controller is to be installed.
Excavate as per the plinth dimensions.
Construct the reinforcement bars and formwork for plinth according to the specified design/sizes.
Place inside the center of the formwork structure the 100mm PVC pipe for cable entry.
Place the foundation bolts as per detailed drawings.
Pour in concrete mix and leave to set.
Once concrete is set, power supply/signal cable is pulled from the cable pit through the plinth’s elbow pipe and top of the plinth (if cable is already available in the cable pit).
Pour the sand into the plinth until required level as per approved drawing.
Place the controller onto the plinth using backhoe and screw the locking nuts to the foundation bolts.
Back fill and cover plinths to the desired ground level.
Laying loop sensor after road marking is completed
Mark out detection location, ensuring that the safety zones are maintained.
Visually inspect the saw cut blade area, and carry out saw cut to provide the saw slot and install the loop wire.
Loop wire are pressed into the saw slot with a blunt non-metallic object.
Carry out Testing such as inductance, resistance, leakage and induced AC voltage. No loop sealant is placed until all the loop tests have been successfully completed.
Reseal the sensor slot with epoxy compound.

Prevent the loop wire from floating while sealant is applied by using backer rod spaced at 15 inch intervals and install over the loop wire.
Carry out the termination to the detector and Traffic signal controller.
Testing and Commissioning of Overall System
Make sure that the new traffic light junction shall be energized with local authorities’ approval before carry out any testing and commissioning.
Testing and commissioning to be carried out as per specifications, consultant and authority requirements.
Traffic Management & Control
The TMP shall be carried out in accordance to the approved TMP plan by relevant authorities.
Consultant shall appoint a competent TMP Contractor to carry out the TMP throughout the area.
The TMP Contractor shall also assist for the necessary submission and obtain authorities approval / permits prior to implementation of the TMP.
Consultant shall also maintain own TMP maintenance team to supplement the appointed TMP Contractor in carrying out the duties.
Traffic study shall be conducted for current daytime morning and evening peak flows along existing road/highway to ensure whether daytime lane closure/traffic diversion is with minimal disruption.
If traffic is not ok for daytime TMS, to consider night work with night TMS.
If required due to lane closure, highway/road to be widened or realigned or temporary diversion introduced in order to maintain par with the existing facility.
Traffic Management Plan (TMP) shall be submitted to relevant authorities for all necessary approvals.
Once approval obtained, TMP is executed as per the provision and be maintained throughout the construction period.
For night work TMS (if any), approval shall be obtained from relevant authorities.
Contractor shall submit any reports/document as per provision and requirement by relevant authorities.
Health and Safety at Project Site
Job Safety & Health Analysis shall be carried on the project site.
The hazard in a particular activity and the control measures implementation shall be briefed to the workers during safety induction session, toolbox talk and JSA Briefing.
All workers employed in the project must have property identification cards.
Lifting Supervisor shall supervise all the lifting activities.
All temporary structure shall be controlled and maintained by temporary work coordinator.
New workers and staff shall attend the Safety Induction Course before commencing the work on the site, attendances shall be recorded in an induction list.
All site personnel shall wear proper Personnel Protective Equipment (PPE) – Safety Helmet, Safety Vest, Safety Boots, water boots, etc.
Monthly Safety Meeting shall be held with all the contractors related to the works.
All workers to attend the weekly toolbox meetings conducted by the Safety Manager / Safety Officer held at site and attendances shall be recorded.
Highlight on the machineries and lorries movement lights and horns to prevent the workers from getting stuck and to prevent accidents to happen at project site.
Emergency Arrangements
for Health, Safety and Environment Emergency Response Team and Flow Chart shall be displayed on prominent locations or notice boards.
The Organization Chart, List of Emergency Contact Person and relevant authorities with their contact numbers shall be displayed in the Notice Board.
The emergency situations which may occur are shown in the table for Job Safety and Health Analysis.
The level of risk or severity of the accident dictates the emergency level.
In the event of emergency, the site management staffs must evaluate the situation and commence the necessary procedures as follow:
- Raise the alarm.
- Stop works.
- Remain composed.
- Make sure notifications of emergency or evacuation are in place for all workers surrounding the vicinity.
- Make sure all workers are assembled at designated assembly point.
- Make sure first aid kits are prepared at assembly point.
- All workers are told not to leave the assembly point until clear sign is issued.
- Headcount shall be conducted.
- First aiders shall attend to the injured workers.
- Prepare assessment reports for the losses.
Permit Requirements
Some of the working arrears require permission for the work commencement and for certain duration and limitation by relevant authority.
It requires application to the authority or relevant parties and the contractor shall notify the consultant.
Permit to start work shall be obtained before any commencement of work.
For night work, the area of work shall be adequately lit to facilitate works and movements on site.
Warning lights, directive signs, reflective aids and barriers shall be placed at suitable locations to forewarn all potential hazards.
Work permit shall be applied to relevant party and notify safety officer before any commencement of work.
