Below is a precise procedure that provides instructions for the safe use of Mobile Elevated Work Platforms (EWP), applicable for all kind and size of projects.
Overall project director and project HSE team is having responsibilities for the implementation of this occupational health and safety procedure and also relevant applicable standards i.e. ISO 16368:2024 – Mobile elevating work platforms, ISO 45001, local HSE regulations and applicable codes of practice.
Hazard Identification and Risk Assessment
Before use on site, a risk assessment should be made to identify any foreseeable hazards which may result from the use of mobile elevating work platforms.
Items which should be considered include:
i. The type of mobile platform and its suitability.
ii. The source of energy
iii. Training needs of operators.
iv. The age constraints of operators.
v. That competent supervision is provided.
Risk Checklist for mobile elevated work platform
The following list contains details of the most common types of risk situations which may exist where mobile elevating work platforms are to be used:
i. Incorrect selection of equipment.
ii. Overturning.
iii. Defective or faulty equipment.
iv. Misuse of equipment.
v. Contact with overhead services or structure.
vi. Untrained or incompetent operators.
vii. Falls of persons.
viii. Falls of materials.
ix. Trapping between structures.
x. Weather condition e.g. strong winds.
Control Measures for using elevated work platform
When providing mobile elevating work platforms as a means of gaining access to work positions the following control measures may be appropriate:
Sufficient consideration should be given as to the most suitable type of mobile elevating work platform i.e. boom, scissors, mast etc.
The ground conditions should be suitable for the machine to be used; lifting, traveling with the platform raised may overturn the machine.
A current (valid Third Party) test certificate should be available.
Ensure that all dangerous parts of the equipment, especially at ground level are securely fenced or guarded.
Machines are inspected regularly as per scaffold usage frequency.
The functions of controls are clearly marked on the control panel.
A system of visual inspection is implemented prior to each daily use and should be recorded daily as schedule.
The safe working load should be displayed on the machine, and this should not exceed, regardless of the circumstances.
Ensure that all outrigger pads 1.5 or other means of stability are used in accordance with the manufacturer’s instructions.
Suitable precautions to prevent contact with overhead structures or services are implemented.
Mobile elevating work platforms should not work within 6m of overhead power lines.
MEWP operators should be trained and competent and certificated. Supplier’s instructions should also be available to the user on site.
Persons should be provided with and wear harnesses attached to the platform, not the structure.
Ensure that the platform is surrounded by a guard as a means of edge protection.
If necessary segregate work areas from other persons by barricades, cones or tape or orange fencing.
Provide suitable lighting inside and surrounding areas.
Do not use mobile elevated work platform in high wind situations.
Always park mobile elevated work platform on firm level ground and immobilize the machine.
Fall restraints/harness shall be always provided and used by operators and visitors.

i. Are operators fit for work?
ii. Are operators trained and competent and certified?
iii. Are operators in receipt of all relevant information in relation to the equipment in use?
iv. Have operators been provided with necessary Personal Protective Equipment?

i. Has the machine a current test/inspection certificate?
ii. Is the machine provided with all necessary guards for platform and moving parts?
iii. Is the machine suitable for task and environment?
iv. Does the machine display a safe working load?
v. Is there a Lock-out Facility (LOF)?
Elevated Work Platform Work Area
i. Is the work area suitable for use by this particular machine?
ii. Is there sufficient illumination?
iii. Is the work area free of obstacles and holes in/on floor?
iv. Is the work area segregated if necessary from other operations or personnel?
