The purpose of this method statement is to illustrate how the existing fence and shelters will be removed from site in proper and safe way.
The scope of this method of statement is to cover the demolishing methodology of the following:
- Chain link fence (internal & external)
- Shelters
- Toilet
- Tents
- Water station
- Lighting pole
- Road guard rail

Following is list of the equipment and tools which will be used while demolishing the items mentioned in BOQ as follow:

Work Methodology
Demolish of the chain link fence:
- Cut the tie wires between the extension bar and the fence wire mesh.
- Cut the tie wires between the extension wire and the fence wire mesh.
- Cut the tie wires between the fence posts and the fence wire mesh.
- Unscrew the bolts of the corner clamps which connect the fence post with the tension bar.
- Remove the tension bar and the tension wire.
- Remove the fence wire mesh.
- Discover the underground utilities such as cable power by using the cable detector.
- Start excavation around the fence posts in order to remove it.
- Break the concrete foundation by using mechanical or electrical Jack Hammer.
- Load the fence materials and send it to the designated area.
- Restore the ground level to the original state.
Demolish of the road guard rail:
- Barricade the road guard rail in order to protect the labour while demolishing the guard rails.
- Unscrew the bolts which connect the guard rail posts with the horizontal corrugated sheets.
- Discover the underground utilities such as cable power by using the cable detector.
- Start excavation around the fence posts in order to remove it.
- Break the concrete foundation by using mechanical or electrical Jack Hammer.
- Load the guard rail materials and send it to the designated area.
- Restore the ground level to the original state.
Removal of electrical lighting poles:
- Issue log out / tag out permit.
- Coordinate with municipality in order to disconnect the electric source from the main switch panel.
- Remove the lighting lamps by using man lift or scissors lift.
- Hold the lighting pole by using the crane while unscrewing the bolts from the concrete foundation.
- Excavate around the concrete foundations to be removed carefully.
- Reconnect the power cable at the places of the removed poles.
- Reconnect the power source from the main switch panel.
- Send all materials to the designated area.
Demolish of the over side drain:
- Barricade the drain area prior to start breaking.
- Excavate the area around the drain up to its foundation.
- Break the drain shoulder and foundation by using mechanical Jack hammer and ensure that the exposed surface of the drain should be at the same surface of the road edge.
- Close the drain opening by pouring concrete in order to protect the road from any settlement due to drainage of water.
- Backfill the area and restore it to its original state.
Organisation, Responsibility & Supervision
Project Manager/Construction Manager it will be the responsibility of the project manager to ensure that all involved personnel are familiar with the requirements and implementation of this procedures as applicable to the construction activates. He shall be coordinating with QA/QC at the required stage of the work by issuing an in-house inspection request to check & inspect the work and to notify Royal Commission by RFI for Witnessing or release of Hold Points.
Quality Control Manager Responsible of the overall discipline of the QA/QC inspection, verification of the Project Specification, Documentation and QC records for final acceptance.
HSE Manager Responsible for Safety implementation and ensuring all safety requirements has been implemented within the construction areas.
Superintendent/Supervisor ensure compliance by all labours and equipment, operators and other associated craftsmen’s during demolition works to the requirement of this procedure, project control procedures and test plan, relevant drawings, safety procedures and Royal Commission Standard Section:02220 Guideline Specification for Site Demolition secure all necessary Demolition/confined space and Permits.
Quality Control Engineer Monitor Daily activates and verify compliance with Royal Commission Specification and IFC drawings, ensure that activities are conducted in accordance with ITP Demolition works.
Safety Officer ensure all permits are available prior to commencement of any work. Ensure that all works are carried out in a very safe manner, they will identify any unsafe working condition and immediately rectify the situation, and issue warning for unsafe act of workers, keep close coordination with Royal Commission HSE Engineer for implementation of Safety Procedures. Report all Incidents to Royal Commission HSE Engineer.
Store Keeper responsibility is to identify the location and maintain preservation of the materials or equipment at the storage area and keeping the record and control all the materials/equipment that released.

Emergency Procedures
In case of emergency the following procedures should be follow:
- Stop work immediately.
- All workers should evacuate the working area to the nearest assembly point.
- Notify RC representative at the same time of the emergency case.
- Call all emergency disciplines like Ambulance or Police or the Civil Defense Unit.
- Report the accident to RC representative.

ENVIRONMENTAL ISSUES
ENVIRONMENTAL REGULATIONS
- Contractor is to ensure that all materials, whether in solid, liquid or gaseous form that are procured for the Project are supplied with Material Safety Data Sheets (MSDS) by the Vendor and passed onto the Senior Store man.
- Senior Store man is to ensure the correct storage of all hazardous materials in accordance with the relevant MSDS.

- Risk assessment to be completed before any chemicals are brought to site – handling, storage and use.
- All employees shall be provided with the necessary PPE as identified in the MSDS and/or risk assessment for the particular work activity.
- Contractor is to ensure compatibility between different types of PPE when more than one is to be worn at the same time (i.e. eye and hearing protection).
- Respirators and dust masks are to be selected according to the hazard present;
- dust, fumes vapors etc. See MSDS for specific requirements. All respirators to be ‘face fit tested’ for each user. Users shall be clean shaven to ensure suitable skin/mask seal is achieved.
Pollution Control
- All containers of oil, fuel or chemicals shall be labeled and identified with contents and capacity.
- All materials and chemicals will be stored in a manner that conforms to their MSDS requirements.
- The quantities of PPS will be minimized to the greatest extent practicably.
- All ancillary equipment such as valves and hoses will be contained securely within the bund when not in use.
- The general storage area must have the appropriate signage, specifying the type of fuel stored, the volume of the tank, the volume of the bund (which should be painted on the outside of the bund wall in a visible location).
Fuel Tanks
- Contractor should ensure that fuel tanks are double-skinned. A double-skinned tank has a primary tank with another “skin” placed around it with a very small gap between the two, thus allowing any leaked product to be contained in the outer tank.
- Tanks shall be protected to minimize the potential for collision. Install protection (such as a concrete curb in front of bund) to stop delivery/collection tankers from reversing into and breaking bunds and/or rupturing fuel tanks;
- Drip trays should be water-tight and free from cracks, breaks, dents, or any damage that would impair its liquid retaining capability.
- Metal drip trays will be provided for smaller chemical and fuel storage containers.
- Any spillages into the metal drip trays will be treated as hazardous waste and collected for safe disposal by an approved waste contractor.
- Any spillage or leakage and resultant contaminated soil (if any) will be removed and disposed of using approved waste management providers as soon as practicable.
Spill Response Plan
- Assess the risk (safety, severity and area of impact)
- Select appropriate PPE. If the spilled substance cannot be identified, treat it as highly toxic and utilize the most appropriate form of protective clothing
- Contain the spill:
- Use booms or pool to contain spill and stop it spreading; and
- Barricade incident with cones / new jersey barriers to control traffic movement until incident is cleared.
- Dispose of contaminated materials (be it soil, water or spill kit materials) initially an appropriate container (open-top steel drum), and then off-site using approved waste contractor.
QUALITY ASSURANCE
Contractual Requirements
Quality Assurance shall be provided to ensure that materials, Construction and Workmanship are in compliance with the plans and specification and applicable requirements of the standard and codes mentioned in Method Statement.
Critical Works
- Protect and maintain all existing Utilities to remain from damage in the proximity of the facilities to be demolished
- Locate and mark existing Utilities to remain using high visible tags or flags, with identification of utility type: protect from damage due to subsequent construction, using substantial barricades if necessary.
